Elda Moreno is a human rights lawyer with over 25 years of experience in international organisations. She is a staff member of the Council of Europe, currently on a sabbatical and providing consultancy services to help governments and organisations in the design of their strategies to prevent and respond to violence. As Head of the Children’s Rights and Sport Values Department at the Council of Europe, she was responsible for the European programmes for the protection of children’s rights, the promotion of human rights in and through sports as well as for the fight against doping, match fixing and violence in sport events. She also triggered the launch of the Start to talk campaign against child sexual abuse in sport. Elda Moreno also designed and coordinated the Council of Europe Programmes on Gender Equality and “Building a Europe for and with Children”. From 2014 to 2016, she was the Director of the Office of the Special Representative of the United Nations Secretary General on Violence against Children in NY. Elda Moreno holds a law degree. She speaks Spanish, English, French and German.
